Проектното предложeние планира модернизиране и реформиране на Дом за стари хора "Св.Иван Рилски" село Балван, общ. Велико Търново, чрез вкючване на различни дейности, като вътрешно преустройство на сградата, текущ и основен ремонт, пристрояване, обновяване на специализираната среда, внедряване на мерки за енертийна ефективност, обзавеждане и оборудване на помещенията.
