Terms of use
Draft for legal review, 17 October 2026. This text describes what the Openfund software actually stores and does, but a lawyer has not reviewed it yet; what is marked [like this] is still to be decided or filled in.
The rules for using Openfund. They apply to everyone who uses the site; by creating an account you accept them.
What Openfund is
Openfund (www.openfund.eu) is run by [legal name, ЕИК (company number) and registered address of the controller]. It shows how EU funds are spent in Bulgaria and helps applicants find calls, prepare applications and keep their project evidence. It is free to use. Openfund is in closed beta: sign-up is by invitation, features may change, and some tools work in demo mode with fictional data, which the pages mark.
The public data
Calls, projects, organisations, the map, the API and the CSV files come from official sources; every record links to its source and shows when it was refreshed. We republish them as published and can make mistakes in processing them. The official source is authoritative – check it before you rely on a figure. The sources' licences are on the Data & methodology page; within them you may reuse the data freely. To report an error or exercise the right of reply, write to security@openfund.eu.
An aid, not advice or an intermediary
- Openfund does not submit applications and does not decide who is eligible. Eligibility checks, budgets, compliance checks, the mock evaluation and suggestions of partners or team members are aids based on the published rules and your answers; they may be incomplete or wrong.
- You apply yourself – in ИСУН or the EU portal, with your qualified electronic signature (КЕП) – and you are responsible for what you submit.
- In this version the workspace's writing suggestions are fixed templates filled in from your answers and the call's criteria; no language model runs. Every suggestion is labelled, and the log can be attached as an AI-usage disclosure. You decide what stays.
- Nothing on Openfund is legal, tax or financial advice.
Your account
Give your real name and an e-mail you use; one account per person. Keep your password to yourself and turn on two-step verification – it is required for wide roles in an organisation (head of the organisation or a unit, finance, auditor). You are responsible for what is done from your account; if you think someone else has used it, write to us at once. Whoever creates an organisation in Openfund must be entitled to act for it; the roles you give others open the projects, finances and people in their scope.
Private links
Work started without an account (an application draft, a ledger, a team, a resource) opens with its private link: anyone who has the link can open and change it. Keep the link safe; we cannot recover it. Such work is deleted 30 days after its last change; sign in to keep it longer.
Your content
What you enter or upload stays yours. You allow us to store and process it only to provide Openfund – to you and to the people you share it with. Do not upload anything you have no right to share. If your content includes other people's personal data (a payroll, timesheets, the people in a team, the e-mails you invite), you are responsible for the legal basis and for informing them; we process such data on your behalf and only for this service. [data-processing terms (GDPR art. 28) for organisations – to be added] Keep your own copies of important documents: Openfund is not an archive, and it is in beta.
Researcher profiles and job posts
Openfund is a self-service directory: people and employers contact each other directly, and we do not select, rank or charge anyone (Employment Promotion Act, arts. 26–29). A job post must state a gross monthly pay range and may not ask for pay history or set requirements on age, sex, appearance, family status, ethnic origin or religion (Protection against Discrimination Act); the site refuses such posts and flags coded wording. Teams are suggestions: a named person approves a plan, and Openfund sends no invitations.
Equipment and capacity
Real facilities are described with sourced facts and point to their own access channels; Openfund takes no requests for them. Tariffs, requests and the State-aid check run on demo labs. The 20% check follows the RDI Framework and the GBER but is not a legal opinion on State aid.
Acceptable use
Do not try to get into other people's accounts or the server, get around limits or load the site with automated requests – that is what the API and the CSV files are for. Do not use Openfund to harass people, to spam or for unlawful content. Report security problems to the address in /.well-known/security.txt. We may limit, suspend or delete an account that breaks these rules; when we can, we tell you first and say why.
Availability and changes
We work to keep Openfund running and the data right, but cannot guarantee either: it is a beta, and the sources themselves change or stop. We may change or stop features. If we close the service, we will tell account holders in advance so they can download their data. [notice period]
Liability
Openfund is provided free of charge and as it is. As far as the law allows, we are not liable for loss from relying on data, checks or suggestions, or from the site being unavailable. Nothing here limits liability for intent or gross negligence (Obligations and Contracts Act, art. 94) or your rights as a consumer.
Ending
You can stop using Openfund and delete your account at any time from the account page. How your data is handled is in the Privacy notice.
Changes to these terms
We publish changes here with a new date. Material changes are e-mailed to account holders at least [14] days before they apply; if you do not agree, you can delete your account.
Law and disputes
Bulgarian law applies. Disputes go to the competent Bulgarian court; if you are a consumer, you keep the protection of the law of the country where you live and may also go to the courts there. Questions: security@openfund.eu.
