Общата цел на проекта е насочена към гарантиране на устойчивост на икономическите и социални реформи и смекчаването на влиянията от кризата, свързана с COVID19, чрез повишаване на нивото на сигурност на българските граждани, противодействие на корупцията и повишаване на доверието към държавните институции.
